a "watch dog" group (parents, students, teachers,
community and business) have POWER, access to data resources
and paid personnel to oversee the implementation of the Blueprint
For Student Success and that this "watchdog" group
be independent; |

it has a reporting function directly to the Superintendent,
President of the School Board and the African American community; |

That
the United Front plays a major role in such a group or is the
group that does the "watching" for the African American
Community. |
